A new French study in South Africa was released at the International Aids Society meeting in Rio shows that circumcision reduces the probability of acquiring HIV from an HIV-infected person by up to 70%. Some question the results of this study because many more men in the US, where male circumcision is practised, have HIV than in European countries where male circumcision is not widespread. But many HIV infections in the US and Europe are passed from male to male, and the primary risk is to the receptive partner in anal intercourse. Circumcision would not protect in that circumstance.
The issue is that foreskin can trap fluids, thus allowing HIV and other pathogens more time to infect. Further, the foreskin is rich in Langerhans cells that HIV can infect increasing the chances of infection.
IN OTHER NEWS
A recent article in a Bulgarian labor union newspaper claimed that Israeli scientists had hatched HIV, the virus that causes AIDS, to decimate the globe's population so Jews could one day rule the world.

    i remember reading, years ago (i think it was in tradition magazine) that the chazon ish when asked about saying hallel on yom ha'atzmaut said that it was too early to say hallel as the state was yet in its infancy.
