Unless you have reason to know, don't assume it's anti-religious hatred and not just ordinary sadism, the yetzer given permission and encouragement to act out. For obvious reasons, police work attracts more than its share of bullies, and in a group of males there's a "wolf pack" instinct as well.
To the extent chareidim are seen as "others," as "them," it lowers the barrier to violence, but it's the "otherness" permitting the evil to come out, not hatred of chareidim as such. B"H this will not lead to yet more "us-them" polarization between religious and secular, but rather a firm statement that "we" -- all of us --don't do this to anybody, ever, period.
